摘要
本文分析了四川省的能源资源构成、水能资源的地位及开发条件。通过与其他国家电力工业建设对比分析,得出了四川省的电力建设必须以水电为主,水电建设可以大大加快速度,以及水电建设能适应四川国民经济发展需求的结论。作者在分析了国内外电力建设经验的基础上,对四川省水电开发的有关政策、管理体制,以及资金筹集等问题提出了具体建议。
This paper serially makes an intensive analysis of the coustitutions of the energy sources and the status and the conditions exploiting water power resources in Sichuan provience. Through compared the practices at construction of the electric power industry with other countries, we have come to the conclusions that building the electric power industry has need to rely on the water power resourcs in the main, which might be fast for developing the electric resourees, and suit the demands of national economy growth to the needs of our provience. Based on the analysises of the electric power development experiences at home and abroad, for opening up the water power resources in Sichuan, the author gives some specific suggestions such as drew up relative laws, managed systems, rose money, and so on.
