摘要
党委政法委执法监督与检察机关法律监督衔接在强化对权力运行的制约监督、完善党和国家制约监督体系、助力政法工作现代化等多个方面具有积极意义,推动监督衔接具有其必要性与可行性。当前的监督衔接实践面临着协同监督理念有待强化、衔接机制有待优化、衔接双向互动不充分、类案监督意识有待加强等问题。为推动监督衔接完善,应当以党内监督为主导深化协同监督意识,以机制建设为抓手推动监督衔接双向互动,以大数据为依托强化类案监督衔接。
The collaboration of the law enforcement supervision of the Party Committee's Political and Legal Affairs Commission and the legal supervision of the Procuratorial Organs has positive significance in various aspects including:strengthening the restriction and supervision of the operation of power,improving the restriction and supervision system of the Party and the nation,and facilitating the modernization of political and legal work,and therefore,promoting the collaboration of the supervision from the two parties is necessary and feasible.However,current practice of this collaboration is confronted with problems in different aspects like the concept of collaborative supervision,the collaboration mechanism,the two-way interaction in the collaboration,and the awareness of similar case supervision.To promote their collaboration,it is necessary to take inner-Party supervision as the leading factor,deepen the awareness of collaborative supervision,take mechanism construction as the key point,promote the two-way interaction in the collaboration,and strengthen the collaboration of similar case supervision through big data.
