摘要
成渝地区双城经济圈是我国区域经济版图中的重要组成部分,与西安、昆明及其周边地区共同构成中国经济“第四极”。重庆和成都积极发挥了区域发展中心城市的带动效应,其新业态技术优势明显,促进了资源要素的双向流动和应急管理的协调联动。在当前突发事件频发、边境冲突不断的环境下,成渝地区双城经济圈区域作为军事战略大后方、部队西进南向中转和前进基地,其区域动员经济效能逐渐凸显。为此,本文分析了成渝地区双城经济圈区域动员在应急应战中存在的主要困境,运用演化博弈理论,将重庆和成都两个局部区域视为有限理性个体,分析区域动员合作机制,并进一步从协同动员效益、技术外溢效应、区域协同成本和政府补贴政策四个方面深入探讨促进成渝地区双城经济圈区域动员的实现路径。
The Chengdu-Chongqing economic circle is an important part of China's regional economic landscape,and it will form the"fourth pole"of China's economy together with Xi'an,Kunming,and their surrounding areas.Chongqing and Chengdu have actively played the driving effect of central cities in regional development,with evident technological advantages of new business forms,promoting the two-way flow of resources and elements,as well as the coordinated linkage of emergency management.In the current environment of frequent emergencies and continuous border conflicts,the Chengdu-Chongqing economic circle,as the strategic rear of military strategy and the transit and forward base for troops moving west and south,is increasingly highlighting its regional mobilization economic efficiency.Therefore,this paper analyzes the main difficulties in the regional mobilization of the Chengdu-Chongqing economic circle in emergency response and combat.By applying evolutionary game theory,it regards Chongqing and Chengdu as two partial regions with bounded rationality,analyzes the regional mobilization cooperation mechanism,and further explores the implementation path of regional mobilization in the Chengdu-Chongqing economic circle from four aspects:Synergistic mobilization benefit,technology spillover effects,regional synergy costs,and government subsidy policies.
