摘要
消费作为拉动经济增长的三驾马车之一,在国民经济运行中占有重要地位。20世纪90年代末以来,扩大内需成为宏观调控的方向和目标,其中扩大农村消费需求日益受到政府和学术界的关注,对解决中国“三农”问题以及实现乡村振兴和共同富裕具有重要的意义。本研究以新结构经济学相关理论作为理论基础,分析目前中国农村居民消费潜力的现状。研究发现,农村居民总体消费不足,且城乡收入与消费水平仍有一定差距;在消费结构上,农村居民消费从生存型向发展型、享受型转变,且耐用品需求日益增长;在消费方式上,农村地区电子商务普及,传统消费方式与现代消费方式并存,社区团购兴起;农村居民消费潜力尚未充分释放是农村居民收入水平较低且城乡收入差距较大等因素所导致。由此,本研究提出了释放中国农村消费潜力的总思路,即农村地区要结合地区要素禀赋及其结构,发展具有比较优势和竞争优势的农业产业及企业,实现资本积累进而完成地区产业转型与升级,促进当地经济增长,进而释放当地农村居民消费潜力。
Consumption,as one of the three carriages of economic growth,occupies an important position in the operation of the national economy.Since the end of the 1990s,the expansion of domestic demand has become the direction and goal of macroeconomic regulation and control,in which the expansion of rural consumption demand has increasingly attracted the attention of the government and scholars,which is of great significance to solving issues relating to agriculture,rural areas and farmers in China,as well as realizing rural revitalization and common prosperity.This paper took the relevant theories of new structural economics as the theoretical basis to analyze the current situation of rural residents'consumption potential in China.The research found that the overall consumption of rural residents is insufficient,and there is still a certain gap between urban and rural income and consumption levels;in terms of consumption structure,rural residents have shifted from subsistence to development and enjoyment,and the demand for durables is growing;in terms of consumption methods,e-commerce is popularized in rural areas,traditional and modern consumption patterns coexist,and community group buying rises;the consumption potential of rural residents has not yet been fully unleashed due to factors such as the low income level of rural residents and the wide income gap between urban and rural areas.Thus,this paper put forward the general idea of releasing China's rural consumption potential,that is,rural areas should develop agricultural industries and enterprises with comparative and competitive advantages in combination with the regional factor endowment and its structure,realize capital accumulation and complete the transformation and upgrading of the regional industry,promote local economic growth,and release the consumption potential of local rural residents.
