摘要
党的十九大指出,根据当下国际科技创新态势,研判国内外发展形势,深挖科技创新面临的问题和挑战,始终将科技创新工作摆在中心地位,全力谋划中国科技创新事业。科技创新示范基地是贯彻国家科技进步规划,推动技术创新、经济发展的第一力量。本研究梳理了国家及新疆科技创新基地发展现状,针对当前发展困境,探究科技创新平台战略布局并提出对策建议。研究认为,加强科技创新,中国应当坚持系统谋划,加大农业科技创新投入;优化平台管理,加大任务委托力度;发挥创新平台作用,推动平台对外开放;探索农业社会化服务,提高农业科技成果转化率。新疆在加强科技创新基地建设及优化科技创新平台布局方面的研究和实践,为区域科技创新高地的打造提供了有力支撑,同时也为新疆经济社会高质量发展注入了强劲的创新动能。
Since the 19th National Congress,the Central Committee of the Communist Party of China has conducted an in-depth analysis of the trends in international scientific and technological innovation,assessed the development situations at home and abroad,and explored the challenges faced by scientific and technological innovation.The Central Committee has firmly placed scientific and technological innovation at the core and has comprehensively planned the work of scientific and technological innovation.Science and technology innovation demonstration bases are established to implement the national plan for scientific and technological progress and serve as the primary force for technological innovation and economic development.This study reviewed the current development status of national and Xinjiang's science and technology innovation bases,in light of the current developmental challenges,explored the strategic layout of science and technology innovation platforms and proposed countermeasures and suggestions.The study believed that to strengthen scientific and technological innovation,China should adhere to systematic planning,increase investment in agricultural scientific and technological innovation;optimize platform management,enhance the delegation of tasks;leverage the role of innovation platforms,promote their openness to the outside world;and explore socialized services in agriculture to improve the conversion rate of agricultural scientific and technological achievements.The research and practice in strengthening the construction of science and technology innovation bases and optimizing the layout of innovation platforms in Xinjiang provide robust support for the creation of regional innovation highlands and also inject vigorous innovative energy into the high-quality economic and social development of Xinjiang.
