摘要
推动新型农村集体经济的发展不仅是实现乡村振兴和共享繁荣的关键路径,也是农民增收和农村进步的内在需求。只有发展新型农村集体经济,才能帮助农村摆脱困境,走向康庄大道。在农村集体产权制度改革已经基本完成的现状下,当前新型农村集体经济仍然面临基层党组织与治理之间的连接不畅,激励政策和约束机制不完善,以及人力资本与物质资本匮乏。本研究在探讨新型农村集体经济发展基本逻辑的基础上,对湖北省恩施州巴东县金果坪乡实施新型农村集体经济的实践案例进行深入剖析。研究结果表明,巴东县金果坪乡的新型农村集体经济发展已经取得了一些进步,但也存在诸如基层堡垒建设不强、管理机制不完善、政府扶持不够、专业化人才不足等问题,制约着新型农村集体经济发展。基于此,提出了建强基层堡垒、完善管理机制、加强政策扶持力度、培养专业化人才队伍的实践路向。
Promoting new rural collective economic organizations is not only a central channel for revitalizing and prospering rural areas,but also an intrinsic need for farmers to increase their incomes and rural progress.Only the development of a new type of rural collective economy can help the countryside get out of the dilemma and move towards the road to prosperity.The rural inventory processing reform has been completed,currently the new rural collective economy still faces a poor connection between grassroots Party organizations and governance,imperfect incentive policies and constraint mechanisms,as well as a lack of human capital and physical capital.Based on exploring the basic logic of the development of new rural collective economy,the practical case of implementing new rural collective economy in Jinguoping township,Badong county,Enshi prefecture,Hubei province was analyzed for in-depth.The results showed that the development of new rural collective economy in Jinguoping township,Badong county has made some progress,but there are some problems,such as weak grass-roots fortress construction,imperfect management mechanism,insufficient government support,and insufficient specialized talents,which constrain the development of new rural collective economy.Based on this,the practical directions were put forward from building strong grass-roots bastions,improving management mechanisms,strengthening policy support,and cultivating specialized talent.
