摘要
近年来,中国财政支农资金规模正趋向“理想”,支农的核心问题已从“提量”向“提质”演进,如何提升财政支农效率是当前所要面对的关键问题。本研究依托中国财政支农效率研究中的50篇高质量成果,开展文献对话,从区域层次、核心方法、数据源、时间序列、指标体系方面进行较系统的解读与计量,归纳研究规律如下:研究多集中于省域层次,县域层次存在空白;研究方法以数据包络分析模型为核心;相关研究趋向“短时间—多样本”;引证趋向“长时间—少样本”等特点。基于规律特点与发展趋势研判,开展领域内方法论的新思考,涉及内容包括研究思路、体系构建原则、研究区域与数据选择、研究模型设计、研究时间与样本、研究指标设计6个方面,并提出如下思考:以多维政策为导向,以多维因素为范畴,重心聚焦作用机制;逻辑严谨合理,结构科学规范;聚焦县域层次,挖掘多元数据;算法层次逻辑递进,检验方法需丰富有效;优先选择中长期时序数据,样本选择县域层次;遵循“三农”产出的核心理念,扩展特色指标。研究形成的结果与结论,可以为财政支农效率研究开展提供思路,为相关政策效率提升提供参考。
In recent years,the scale of China's financial support for agriculture is tending to be"ideal",and the core issue of agriculture has evolved from"increasing quantity"to"improving quality".How to improve the efficiency of financial support for agriculture is the key problem to be faced at present.Relying on 50 high-quality achievements in the research of China's financial support for agriculture,this study carried out literature dialogue,and carried out systematic interpretation and measurement from the aspects of regional level,core method,data source,time series and index system.The research rules were summarized as follows:(1)most studies are concentrated on the provincial level,and there are blanks at the county level;(2)the research method is based on the data envelopment analysis model;(3)the relevant research tends to be"short time-multiple samples";(4)the citation tends to be"long time-few samples".Based on the characteristics and development trend of the research,this paper carried out new thinking on the methodology in the field,which involves six aspects,including research ideas,system construction principles,research regions and data selection,research model design,research time and sample,and research index design,and put forward the thinking as follows:(1)multi-dimensional policy-oriented,multi-dimensional factors as the category,focusing on the mechanism of action;(2)rigorous and reasonable logic,scientific and standardized structure;(3)focusing on the county level,mining multiple data;(4)logical progressive algorithm level,and the test method needs to be rich and effective;(5)giving priority to the selection of medium and long-term time series data,and selecting county-level samples;(6)following the core concept of"agriculture,rural areas and farmers"output,and expanding characteristic indicators.The results and conclusions can provide ideas for the research on the efficiency of financial support for agriculture,and provide references for the improvement of related policy efficiency.
