摘要
中国式现代化是人与自然和谐共生的现代化,在中国式现代化背景下,以“习近平生态文明思想的重要孕育地”福州为例,归纳福州市生态经济体系发展的特殊经验,总结生态经济体系发展共性问题,为生态经济的转型升级提供思路。本研究通过研究文献法梳理中国式现代化生态经济体系生态、市场、制度和产业实践遇到的问题,发现中国式现代化进程中还存在碳排放和能源消费量偏高、市场转化效率不高、制度创新不足和产业竞争力不强等不足。同时,分析福州样本发现,福州市将生态优势转化为“双碳”机制优势、生态理念转化为市场结构优势、生态制度转化为顶层设计优势、生态产业转化为高质量发展优势,在生态经济高质量发展方面成就明显。基于此,提出从目标约束、市场创新、顶层设计、实践转化4个方面完成中国式现代化生态经济体系实践的路径创新。
Chinese modernization entails the harmonious coexistence between humanity and nature.Against the backdrop of Chinese modernization,using Fuzhou as a case study,a city described as"an important breeding ground of Xi Jinping Thought on Ecological Civilization",this paper summarized Fuzhou's unique experiences in developing its eco-economic system and identified common challenges in its development.The aim is to offer insights for the transformation and upgrading of the eco-economy.Employing a research literature review method,this paper investigated issues encountered in the ecological,market,institutional,and industrial practices of the Chinese modernized eco-economic system.Deficiencies persisting in the modernization process were revealed,such as high carbon emissions and energy consumption,ineffective market transformation,insufficient institutional innovation,and weak industrial competitiveness.Meanwhile,an analysis of Fuzhou demonstrated the city's remarkable strides in the high-quality development of its eco-economy.Fuzhou has leveraged its ecological advantages to establish a"dual-carbon"mechanism,transformed eco-concepts into structural market advantages,utilized eco-institutions to enhance top-level design,and developed eco-industries for high-quality growth.Based on this,the innovation in the practice of the Chinese modernized eco-economic system should focus on four aspects:target constraints,market innovation,top-level design,and practical transformation.
