摘要
为决解决资源环境承载力不足、生态环境保护和修复力度不够、自然资源资产管理不善等问题,国家开展全民所有自然资源资产清查试点工作。根据试点城市要求,对土地、矿产、森林、草原和湿地在内的5种全民所有自然资源资产开展全面清查工作,研究了全民所有自然资源资产清查的技术路线,对技术路线的关键流程进行了介绍,并以森林资源资产清查为例,阐述了清查的过程,展示了清查工作的成果,实现了对自然资源资产的全面盘点和价值评估,为其他城市提供了实施类似清查工作的参考。
In order to solve the problems of insufficient resource and environmental carrying capacity,inadequate ecological environment protection and restoration,and poor management of natural resource assets,the state has carried out pilot work of inventory of natural resource assets owned by the whole people.According to the requirements of pilot cities,this paper carries out a comprehensive inventory of five kinds of natural resource assets owned by the whole people,including land,minerals,forests,grasslands and wetlands,studies the technical route of the inventory of natural resource assets owned by the whole people,introduces the key process of the technical route,and takes the inventory of forest resource assets as an example to explain the inventory process and show the results of the inventory work.The comprehensive inventory and value assessment of natural resource assets are realized,which provides reference for other cities to implement similar inventory work.
