摘要
基于中国服务业开放特征,从服务业内部发展水平、服务业对外开放水平以及服务业发展环境三个方面构建服务业开放指标体系,运用中国31个省份2012—2021年数据,运用因子分析法分析并测度中国服务业开放水平。测度结果表明:第一,基于时间维度,中国省域服务业开放进程轨迹清晰。2012—2016年为初步发展阶段,2017—2018年为加速发展阶段,2019—2021年为结构调整与开放深化阶段。第二,基于空间维度,东部发达省份服务业开放水平在考察期内表现出高度的稳定性,尤其是北京、上海、广东等始终占据前列,中西部地区的服务业开放水平在2017—2021年期间较快提升,体现了政府对西部大开发战略的实施以及中西部地区政策扶持力度加强的效果。
This paper,based on the characteristics of the openness of China’s service industry,constructs an index system for service industry openness from three aspects:the internal development level of the service industry,the level of external openness of the service industry,and the development environment of the service industry.Using data from 30 provinces in China from 2012 to 2021,the level of service industry openness is measured and analyzed through factor analysis and arrives at the following conclusions.Firstly,from a temporal perspective,the trajectory of the service industry openness in Chinese provinces is clear:the period from 2012 to 2016 marks the initial development phase,2017 to 2018 signifies the accelerated development phase,and 2019 to 2021 represents the structural adjustment and deepening openness phase.Secondly,from a regional perspective,the level of service industry openness in the developed provinces of the eastern region has shown high stability throughout the entire period,with Beijing,Shanghai,and Guangdong consistently leading the way.The openness level in the central and western regions accelerated during the period from 2017 to 2021 and it reflects the implementation of the Western Development Strategy by the government and the strengthened policy support for these regions.
