摘要
现场勘验在传统刑事侦查中一直占据重要地位,根据公安部门职责划分,现场勘验工作主要由基层刑技部门承担(区县级),因此其人员、专业、装备等都是围绕这一核心任务进行配置。然而,随着犯罪形态规律变化,刑事现场勘验工作的任务数量呈现下降趋势,此外有关工作也面临应用领域扩展、实践场景增加、工作标准提升以及难度和复杂度上升等挑战。为更好地应对新任务新挑战,有效提升现场勘查检验对新形势的适应力、驾驭力,公安机关必须全面分析犯罪规律特点,深入查找自身在专业能力、科技化水平等方面存在的不足,在保持传统痕迹检验技术优势的基础上,进一步加强理论研究、技术创新和实践探索,不断提升现场勘验工作的规范化信息化智能化水平,努力为公安工作现代化作出新的更大贡献。
Scene investigation has historically played a crucial role in traditional criminal investigations,according to the division of responsibilities of the public security department,the on-site inspection work is mainly undertaken by the grass-roots criminal technology department(district and county),so its personnel,professional,equipment,etc.,are configured around this core task.However,with the evolving patterns of crime and changes in legislation,the volume of scene investigation tasks has diminished in recent years.Furthermore,this field faces challenges such as expanding application areas,increasing practical scenarios,elevating operational standards,and enhancing complexity and difficulty.To effectively address these new tasks and challenges while improving the adaptability and control capabilities of scene investigations in response to emerging situations,public security agencies must conduct a comprehensive analysis of crime trends and legal frameworks.They should also engage in an in-depth examination of their own deficiencies regarding professional competencies and technical expertise.Moreover,it is essential to strengthen theoretical research,foster technological innovation,and promote practical exploration.While maintaining the advantages inherent to traditional trace evidence inspection techniques,efforts should be made to continuously enhance the standardization,informatization,and intelligence levels within scene investigation work.This will contribute significantly to advancing the modernization of public security operations.
