摘要
基层行政审批改革是优化“营商环境”建设的主要任务,旨在通过“削减、规范”行政审批权提高服务供给效率。在改革进程中政策执行易产生偏差,执行结果与政策目标相偏离甚至冲突。H省S市行政审批局改革面临一项执行偏差困境,通过构建“制度逻辑—组织策略”框架并引入制度弹性加以分析。研究发现,“制度逻辑”与“组织策略”互动过程造成制度弹性收缩,基于初始逻辑的政策执行成为偏差生成的主要动因。因此,应提升行政队伍法治水平、完善审管互动常态化机制,围绕实践所需理顺基层政府权责链条,规避偏差生成,进而提升服务质量。
Administrative approval reform at the grassroots level is the main task of optimizing the construction of“business environment”,aiming to improve the efficiency of service supply by“reducing and standardizing”administrative approval power.In the process of reform,the policy implementation is prone to deviations,and the implementation results may deviate from or even conflict with the goals.The reform of the administrative approval bureau of S city in H province is faced with the dilemma of implementation deviation.The paper makes analysis the dilemma by constructing the framework of“institutional logic-organizational strategy”and introducing institutional flexibility.It is found that the interaction between“logic”and“strategy”causes the contraction of institutional flexibility,and policy implementation on the basis of initial logic becomes the main driving force for deviation.Therefore,it is necessary to improve the level of rule of law of the administrative team,promote the normalization mechanism of the interaction between approval and management,straighten out the chain of authorities and responsibilities of grassroots governments based on the needs of practice to avoid the generation of deviations,and enhance the quality of service.
