摘要
从“西部大开发”到“新时代推进西部大开发形成新格局”再到“新时代推动西部大开发”,我国区域发展战略从梯度差距到域观制度再到位观空间,经历了不同时期不同动能的形塑与赋义,在高质量发展与现代化进程中不断凸显新的发展内涵。国土空间发展格局的形成、演变与形塑不仅反映着西部地区生产力、生产关系的历史变革,发展内涵的变迁亦见证着中国共产党对西部地区现代化道路的艰辛探索,见证着西部地区现代化模式的新形态。本文阐释了“新时代推动西部大开发”这一概念的提出逻辑、理论内涵和多维意义,强调习近平总书记提出“新时代推动西部大开发”,导源于西部地区高质量发展取得的显著绩效以及对新时代协调发展规律的深刻认识,同时也导源于西部地区发展环境的深刻变化及其对生产力发展带来的新挑战。同时本文提出了一个理解这一提法内涵的分析框架,并基于该框架阐释了“新时代推动西部大开发”的多维度的含义,进一步探究了这一概念的提出在实践和理论层面的意义,指出“新时代推动西部大开发”的提出为西部地区推进高质量发展、加快形成新质生产力提供了重要契机。
From“Western development drive”to“Promoting Western development drive in the New era to form a new pattern”and then to“pushing Western development drive in the new era”,China’s regional development strategy has changed from gradient gap to domain concept system and then to place concept space,experiencing the shape and meaning of different kinetic forces in different periods,and constantly highlighting new development connotations in the process of high-quality development and modernization.The formation,evolution and shape of the development pattern of territorial space not only reflect the historical change of the productive forces and production relations in the western region,but also bear witness to the change of the development connotation on the CPC’s hard exploration of the modernization road in the western region and the new form of the modernization mode in the western region.This paper explains the logic,theoretical connotation and multidimensional significance of the concept of“promoting the western development drive in the new era”and highlights that“pushing Western development drive in the new era”raised by General Secretary Xi Jinping is guided by the remarkable achievements of high-quality development in the western region and the profound understanding of the law of coordinated development in the new era.At the same time,it derives from the profound changes in the development environment of the western region and the new challenges brought by the development of productive forces.This paper puts forward an analytical framework to understand the connotation of this term,and based on this framework,explains the multi-dimensional meaning of“pushing the western development drive in the new era”,and further explores the significance of this concept in practice and theory.It is pointed out that the proposal of“pushing the western development drive in the New era”provides an important opportunity for the western region to promote high-quality development and accelerate the formation of new quality productive forces.
