摘要
随着“放管服”改革的深入,科学事业单位经费管理也在不断发生变化,传统的管理和服务已经无法满足当前科研经费的管理需求。通过“放管服”改革,科学事业单位经费应用更加自主、灵活,充分激发科研的创新活力,为科研“减负松绑”。但是科研经费应用自主权的扩大,在一定程度上会造成经费管理和预算管理风险增加,造成资金使用不规范和监督不到位的现象。文章将在“放管服”改革背景下,对科学事业单位经费管理、经费预算进行研究,探讨科研经费的改革和风险控制体系建设。
With the deepening of the“streamlining administration and delegating powers”reform,the funding management of scientific institutions is also constantly changing.Traditional management and services can no longer meet the current management needs of scientific research funds.Through the reform of“streamlining administration and delegating powers”,the application of funds in scientific institutions has become more independent and flexible,fully stimulating the innovative vitality of scientific research and easing the burden on scientific research.However,the expansion of autonomy in the application of scientific research funds will to some extent lead to increased risks in fund and budget management,resulting in non-standard use of funds and inadequate supervision.This article will study the funding management and budget of scientific institutions under the background of the“streamlining administration and delegating powers”reform,and explore the reform of scientific research funding and the construction of risk control systems.
