摘要
派出所主防是公安机关职能体系构建的一项重要内容。派出所主防的理念形成不仅得益于各级公安机关对过去“重打轻防”理念的矫正,也得益于新时代公安基层基础建设的实践改革。从法理上看,公安行政一体化与公安职权分立化为公安机关职能体系的构建和公安派出所具体职能的确立提供了理论基础。派出所主防的实现应立足于主防理念的形成过程和法理基础,从主防内涵与主防共识、职能对接与业务流转、主防根基与主防体系等方面共同发力,以此推动派出所工作向主防职能的重心转移。
The main defense of police station is an important idea of constructing the functional system of public security organs.The concept formation of main defense of police station not only benefits from the correction of the concept of“heavy emphasis on prevention”by the public security organs at all levels in the past,but also benefits from the practical reform of the basic infrastructure of public security in the new era.From the legal point of view,the integration of public security administration and the separation of public security powers provide a theoretical basis for the construction of the functional system of public security organs and the establishment of the specific functions of police station.The realization of the main defense of police station should be based on the formation process and legal basis of the concept of main defense,and make joint efforts from the connotation and consensus of main defense,function docking and business flow,main defense foundation and defense system,so as to promote the shift of the work of police station to the focus of main defense function.
