摘要
乡村旅游是实现共同富裕目标的重要途径,其高质量发展将为扎实推进共同富裕提供驱动力。该研究基于共同富裕目标厘定新时期乡村旅游高质量发展的科学内涵与特征,认为乡村旅游高质量发展是数量与质量、公平与共享的统一,是在乡村旅游供给发展的基础上实现资源配置效率的提升和区域协调发展。基于此,该研究进一步构建了共同富裕目标下旅游供给发展、资源配置结构和区域协调共享“三位一体”的乡村旅游高质量发展评价指标体系,通过科学抽样选取甘肃省凉州区245个样本村为案例区,运用乡村旅游高质量发展测度模型、结构方程模型等方法评价乡村旅游高质量发展水平,深入剖析影响因素及其机理。研究结果表明:①乡村旅游高质量发展是助力乡村振兴和实现共同富裕的一种典型模式,具有系统性、高质量性和协调性特征,其内涵包括旅游供给发展动力系统、资源配置结构引擎系统和区域协调共享评价系统。②研究区乡村旅游高质量发展水平整体偏低,地区差异性显著,旅游供给发展水平和区域协调共享水平略高于资源配置结构水平,质量问题是乡村旅游高质量发展中的薄弱项。③农业生产方式、社会文化条件、乡村治理能力和基础设施建设对乡村旅游高质量发展产生显著影响,其中农业生产方式是主要因素,而社会文化条件和基础设施建设既有直接影响也产生间接影响。基于实证结果,该研究提出了转变乡村旅游发展方式、推动高质量发展格局、发挥基层党组织战斗堡垒作用、建立“一个中心两个着力点”发展模式等政策建议,为推动乡村振兴战略和实现全体人民共同富裕提供理论和实践指导。
Rural tourism is an important way to achieve the goal of common prosperity,and its high-quality development will provide a driving force for the solid promotion of common prosperity.This study attempts to determine the scientific connotations of high-quality development of rural tourism in the new era based on the goal of common prosperity,and holds that high-quality development of rural tourism includes the unity of quantity and quality,as well as fairness and sharing.Its high-quality development also depends on the improvement of resource allocation efficiency and the achievement of regional coordinated development based on the development of rural tourism supply.Based on this,this study further constructed an indicator system for the high-quality development of rural tourism under the goal of common prosperity.245 sample villages in Liangzhou District of Gansu Province were selected as case areas,and methods such as the measurement model and the structural equation model were used to evaluate the level of high-quality development of rural tourism and analyze the impact factors and their mechanisms.The research results showed that:①The high-quality development of rural tourism was a typical model to promote rural revitalization and achieve common prosperity.It was systematic,high-quality,and coordinated,including the tourism supply development power system,resource allocation structure engine system,and regional coordination and sharing evaluation system.②The overall level of high-quality development of rural tourism in the study area was low,with significant regional differences.The development level of tourism supply and regional coordination and sharing were slightly higher than the level of resource allocation structure.Quality was the weak point in the high-quality development of rural tourism.③Agricultural production mode,social and cultural conditions,rural governance capacity,and infrastructure construction had a significant impact on the high-quality development of rural tourism,among which agricultural production mode was the main factor,while social and cultural conditions and infrastructure construction had both direct and indirect effects.Based on the empirical results,this study puts forward policy suggestions such as transforming the development mode of rural tourism,forming a high-quality development pattern,giving play to the role of grass-roots party organizations as battle forts,and building a development model of‘one center and two focal points,’so as to provide theoretical and practical guidance for promoting the rural revitalization strategy and realizing the common prosperity of all Chinese people.
