摘要
构建现代化国家安全体系是当前我国国家安全理论研究和实践工作的一项重要任务。坚持以总体国家安全观为指导,是构建现代化国家安全体系的重要前提。构建现代化国家安全体系,必须始终牢记“以人民安全为宗旨”的国家安全价值观,确立人民安全在整个国家安全体系中的宗旨地位、核心地位。构建现代化国家安全体系还要体现总体国家安全观,强调“国家安全涵盖领域十分广泛”的总体性、科学性,充分发挥科学技术对于保障国家安全的战略支撑作用,形成一个包括国家安全要素体系、国家安全环境体系、国家安全风险体系和国家安全保障体系的“四面一体”国家安全总体系。
Constructing a modern national security system is an important task in the current theoretical research and practical work of China's national security.It is an important prerequisite to adhere to the guidance of the overall national security concept.To build a modern national security system,we must always keep in mind the national security values of"people's security as the purpose"and establish the purpose and core position of people's security in the entire national security system.It is necessary to reflect the overall national security concept,emphasize the overall and scientific nature of"a wide range of national security",give full play to the strategic supporting role of science and technology in ensuring national security,and form a"four-in-one"national security system including national security factor system,national security environment system,national security risk system and national security guarantee system.
