摘要
PPP项目运营绩效评价是衡量社会资本方服务质量和效益的核心标准,也是确定政府向社会资本方可付费额度的重要参考。当前,针对市政道路PPP项目运营绩效评价的理论和标准相对缺乏。基于市政道路服务于交通运输和城市发展的强公共属性,构建了“4E+S”框架模型和包括5项一级指标、12项二级指标、37项三级指标的市政道路PPP项目运营绩效评价指标体系,采用层次分析-模糊综合评价法(AHP-FCE)确定了各级指标权重,提出了市政道路PPP项目运营绩效的评分标准和等级评定方法,并运用所建立的评价体系对江西省赣州市南康区赣州港—机场快速路连接线项目运营绩效进行了评价。研究结果表明:赣州港—机场快速路连接线项目运营的优良水平达到84.27%,评价结果为良,综合考核得分属于[80,100]区间内,政府可付费额度为100%。构建的市政道路PPP项目运营绩效评价指标体系具有较强的针对性和系统性,可为同类项目运营绩效评价提供理论参考和实践指南,同时也对提高市政道路运营能力、推广市政道路工程PPP模式具有重要意义。
The operation performance evaluation of PPP project is the core standard for measuring the quality and efficiency of service by social capital.It is also an important reference for determining the amount that the government pay to social capital.Currently,there is a relative lack of theories and standards for evaluating the operational performance of municipal road PPP projects.Based on the strong public attribute of municipal roads serving transportation and urban development,a“4E+S”framework model and a municipal road PPP project operation performance evaluation index system including 5 primary indicators,12 secondary indicators and 37 tertiary indicators were constructed.The analytic hierarchy process-fuzzy comprehensive evaluation(AHP-FCE)method was used to determine the weights of each level of indicators to propose a scoring standard and grade evaluation method for the operation performance of municipal road PPP projects.The operation performance of the Ganzhou Port Airport Expressway Connection Line project in Nankang District,Ganzhou City,Jiangxi Province was evaluated by the evaluation system.The research results show that the excellent level of operation of the Ganzhou Port Airport Expressway Connection Line project has reached 84.27%,and the evaluation result is good.The comprehensive assessment score falls within the range of[80,100].And the government’s payment limit is 100%.The constructed municipal road PPP project operation performance evaluation index system has stronger pertinence and systematicity,which can provide theoretical reference and practical guidance for similar project operation performance evaluation.At the same time,it is also of great significance for improving the operational capacity of municipal roads and promoting the PPP model of municipal road engineering.
