摘要
航天装备具有型号种类多、配套系统多、产品危险性高、涉及的前沿技术多等特点,对装备退役报废管理在规范化、科学化、安全性等方面提出了更高的要求。为完成售后服务阶段退役航天装备的报废销毁,减轻用户对退役报废装备的管理与维护负担,本文提出一套装备报废销毁实施流程及针对结构系统产品、电气系统产品、动力系统产品、火工品的相应技术措施,以最大限度地利用退役装备剩余价值,减少人力、物力、财力的过度投入及消耗;并基于制度与标准、场地环境、人员与设备等要素明确了销毁保障条件要求,指出了未来航天装备报废销毁业务规范化、科学化、智能化、环保化的发展方向。
Aerospace equipment is characterized by numerous model types and supporting systems,high-risk products,and various cutting-edge technologies involved.This requires a higher standard of equipment-retiring management in a regulated,scientific,and safe manner.In order to complete the scrapping and destruction of retired aerospace equipment during the after-sales service phase,optimize the process and costs of management and maintenance for users,and maximize the utility of the retired equipment,this paper proposes a set of scrap/equipment-destructing implementation processes,along with specific technical procedures for structural system products,electrical system products,dynamical system products,and explosive devices.In addition,this paper specifies safeguard requirements of the destruction processes based on factors such as system standards,site environment,personnel,and facility.Finally,this paper points out the potential directions of the business in the future,that the field of aerospace equipment scrapping and destruction shall evolve toward procedure normalization,scientification,intellectualization,and environmental friendliness..
