摘要
上世纪90年代末以来,为保持国民经济持续、快速、健康发展,我国政府连续几年实施了积极财政政策.财政赤字的日益膨胀和国债规模的迅速扩大,使人忧心重重;由于扩大内需等原因,在近期内继续实施积极财政政策具有必要性和可能性;今后提高积极财政政策的关键是优化财政支出结构,使之适应并推动我国经济结构的调整.
Since the end of the nineties of the 20th century, our government has actualized active financial policies for several years in order to keep the national economy developing continually ,quickly and healthily. It is anxious that financial deficit and the size of the national debt have expanded. It is necessary and possible to continue to actualize the active financial policies because of expanding demands in the near future. The key to improving the active finanial policies is to optimize the structure of finanial payout in order to adapt to and promote the adjusting of the structure of our country's economy.
