数字孪生曹娥江流域试点建设实践与探索 被引量:4

Practice and exploration of digital twin pilot development in the Cao'e River Basin

摘要 在水利部数字孪生流域建设和浙江省数字化改革的背景下,针对曹娥江流域预报调度一体化、风险隐患闭环管控、流域防洪减灾共同治理的需求和痛点,进行数字孪生曹娥江流域试点建设实践与探索。按照数字孪生曹娥江流域建设的总体架构,通过构建L2和L3级数据底板,全过程耦合、水库群优化调度智能决策等模型的数字孪生流域关键技术,打造曹娥江智慧防洪应用,实现预报、预警、预演、预案“四预”场景构建,“三图一清单”在线分析,以及3种调度模式灵活应用。研究成果能够推进流域防洪核心业务流程重塑,实现防汛全链条一体化融合,并在2022年“轩岚诺”和“梅花”台风防御过程中投入实战应用,取得一定成效,可为数字孪生流域防洪应用建设提供技术示范和经验借鉴。 Under the context of the Ministry of Water Resources digital twin basin development and Zhejiang Province's digital reform,practice and exploration of the digital twin pilot development in the Cao'e River Basin have been undertaken to address the region's needs for integrated forecasting and dispatching,closed-loop risk and hazard control,and collaborative flood control and disaster reduction.Following the overall architecture of the digital twin development in the Cao'e River Basin,key technologies are focused,such as the construction of L2 and L3 level database,the integration of the entire process coupling model,and the intelligent decision-making model for optimizing reservoir group dispatching.The intelligent flood control application of the Cao'e River Basin has been developed,achieving the establishment of“four pres”scenarios for forecasting,early warning,rehearsal and preplanning,as well as online analysis of“three maps and one list”,and the flexible application of three scheduling modes.The research results can promote the reshaping of the core business process of flood control in the river basin,achieving integration throughout the entire flood control chain.These outcomes have been applied in the practical defensive against typhoon Xuanlannuo and typhoon Meihua in 2022 with positive results,thereby providing technical demonstration and experience reference for the development of flood control applications in digital twin basin.
