“三水”融合视角下湖库型城市水体多源污染统筹治理方法探讨 被引量:1

摘要 厦门市杏林湾是一座围海筑堤而成的淡水湖库,由于污染来源复杂、生态基流匮乏,其水质一度恶化。近年来,随着村庄污水整治、环湾截污等治理工程实施,水质有所好转,但TN、TP指标不能稳定达到湖库Ⅴ类标准,呈现富营养化状态。聚焦杏林湾200 km^(2)流域尺度,充分尊重自然规律、着眼长远开展顶层设计,近期“集中控P、放宽控N”,远期“严格控P、达标控N”,逐步改善湖泊富营养化,恢复清水草型湖泊稳态水生态系统。按照控污为先、生态修复、引水扩容、建管并重策略,探索水资源、水环境、水生态“三水”融合的系统治理路径。 Xinglin Bay in Xiamen City is a freshwater lake reservoir built with embankments surrounding the sea.Due to complex pollution sources and a lack of ecological flow,its water quality has deteriorated at one point.In recent years,with the implementation of village sewage treatment,sewage interception and other treatment projects,the water quality has improved,but the TN and TP indicators can not stably meet the Class V standards of lakes and reservoirs,still showing Eutrophication.Focusing on Xinglin Bay 200 km^(2)watershed scale,fully respect the laws of nature,and carry out top-level design with a long-term view.In the short term,“centralized control of P,relaxed control of N”,and in the long term,“strict control of P,standard control of N”,gradually improve the Eutrophication of lakes,and restore the stable aquatic ecosystem of clear water grass lakes.Following the strategy of prioritizing pollution control,ecological restoration,water diversion expansion,and equal emphasis on construction and management,exploring a systematic governance path for the integration of water environment,water resources,and water ecology,providing new ideas and reference for the governance of urban lake reservoir.
