摘要
随着人工智能的飞速发展,如何利用新兴技术赋能数字政府建设备受瞩目。以ChatGPT为代表的人工智能技术在学习理解和整合处理信息等方面展现出极大优势,这一技术的应用也将有利于政府提升公共决策科学性、公共服务质量和内部管理能力。然而在享受技术带来便利性的同时,也需要防范数据泄露、伦理失衡和责任割裂等风险。对此,本文提出政府应在技术层面加强数据安全防护,伦理层面保障人民权利首位,制度层面落实数字责任制度,从而构建全方位风险防范体系,为人工智能嵌入数字政府建设提供参考依据。
With the rapid development of artificial intelligence,how to make use of emerging technology to enable digital government construction equipment has attracted much attention.Artificial intelligence technology,represented by ChatGPT,shows great advantages in learning,understanding and integrating information.The application of this technology will also help the government to improve the scientific public decision-making,public service quality and internal management capacity.However,while enjoying the convenience brought by technology,it is also necessary to guard against the risks of data leakage,ethical imbalance and segregation of duties.In contrast,this paper proposes that the government should strengthen the data security protection from the technical level,protecting people's rights at the ethical level and implementing the digital responsibility system at the institutional level.Thus,an all-round risk prevention system is constructed to provide reference for the construction of artificial intelligence embedded in digital government.
