摘要
新质生产力正在改变全球的生产方式和产业结构,成为推动社会进步和经济增长的重要力量。教育与新质生产力的关系经历了从被动反应到双向赋能的过程,职业教育赋能新质生产力的发展表征为提供高技能人才,通过提高劳动者的技能水平来提高劳动生产效率。在新发展阶段,类型地位的确立使职业教育发展更有底气但是特色不够鲜明、职业教育体系框架未能很好体现动态性特征、职业教育发展面临人口老龄化与技术智能化的双重挤压、职业教育资源配置的空间结构失衡等一系列问题影响了新质生产力的发展。中国式现代化场景下的职业教育高质量发展需要职业教育理念与模式的根本性变革,要坚持技能发展与“人”性的统一,既服务国家发展战略,又突显职业教育人才培养的社会性和个体性;既锐意创新,激发职业教育发展的内生动力,又要内外兼修,持续优化环境支持系统,遵循多元共治的理念,通过外部条件优化助推职业教育内部整体质变,以数字化转型发展为牵引,以和谐的生产关系推动新质生产力的发展。
New productive forces are changing the global production methods and industrial structure,becoming an important force driving social progress and economic growth.The relationship between education and new productive forces has evolved from a passive response to mutual empowerment.The empowerment of vocational education for the development of new productive forces is characterized by providing high-skilled talents and improving labor productivity by enhancing the skills of workers.In the new development stage,the establishment of its status makes the development of vocational education more confident but lacks distinct characteristics.The framework of the vocational education system has failed to reflect dynamic characteristics well.The development of vocational education is facing dual pressures from the aging population and technological intelligence,as well as spatial structural imbalance in the allocation of vocational education resources.The high-quality development of vocational education in the Chinese-style modernization scenario requires fundamental changes in the concepts and models of vocational education.It is necessary to adhere to the unity of skill development and human nature,serving both the national development strategy and highlighting the social and individual nature of vocational education talent cultivation.It requires both innovations to stimulate the intrinsic motivation of vocational education development and continuous optimization of the environmental support system.Following the concept of pluralistic governance,optimizing external conditions promotes the internal overall quality transformation of vocational education,with digital transformation as the traction and harmonious production relations promoting the development of new productive forces.
