摘要
超高层建筑在城市化进程中具有重要作用,但同时也面临着主体结构损伤、外围护结构脱落、消防与疏散系统失效以及设备设施故障等多种安全风险。论文通过梳理总结各地发布的超高层建筑安全风险管控与隐患排查的标准性指导文件,总结典型安全风险管控的技术和管理要点,提出目前管理存在风险识别不系统、风险分级分类评估方法缺乏、管理效能有待提升等问题。建议从宏观角度出发,系统梳理超高层建筑的安全风险源、提出分级分类的风险评估方法、探索建立多部门协同联动机制、整合提升相关标准和技术等建议,以促进超高层建筑的安全性和可持续发展。
Super high-rise buildings are pivotal in the landscape of urban development,yet they grapple with a spectrum of safety risks,including structural integrity concerns,detachment of external protective structures,failures in firefighting and evacuation systems,and equipment malfunctions.This study meticulously compiles and synthesizes the standardized guidelines for managing and scrutinizing safety risks in super high-rise buildings,as issued by various authorities.It delineates both the technical nuances and managerial focal points in effectively controlling these safety risks,underscoring prevalent management challenges such as the lack of systematic risk identification,the absence of stratified and categorized risk assessment methodologies,and the imperative to augment management efficiency.In response,the paper advocates for a holistic approach,encouraging the systematic identification of safety risk sources in super high-rise constructions,the development of multi-level and categorized risk assessment techniques,the initiation of cross-departmental cooperative frameworks,and the amalgamation and refinement of pertinent standards and technologies.These strategic recommendations are geared towards bolstering the safety standards and fostering the sustainable development of super high-rise buildings.
