摘要
截至2022年底,广东省天然气发电装机容量约3423万千瓦,占全省装机容量的20%,占全国气电装机的30%,位列全国气电装机第一。2022年广东省天然气消费量336亿立方米,其中气电消费占比约49%。广东省有7座LNG接收站,接卸能力2260万吨/年,未来将达到5190万吨/年。广东省灵活的电力市场交易体系有助于气电的发展,气电的调峰能力有助于广东省电力供应的稳定,广东省政策也支持天然气发电发展。但同时,广东省以进口LNG为主导的气源价格制约了气电发展,使得气电的价格缺乏竞争性。建议天然气发电企业增加LNG储备,提升供应保障能力;国家有关部门完善价格传导机制,建立电力调峰补偿机制和两部制电价机制;逐步推动天然气交易系统与电力交易系统实现联动;油气企业、燃气发电企业、LNG接收站运营企业、电网和管网企业等积极沟通,建立协调供应保障机制。
By the end of 2022,the installed capacity of natural gas-fired power generation in Guangdong Province is about 34.23 million kilowatts,accounting for 20% of the provinces installed capacity and 30% of the country's,ranking first in China.In 2022,Guangdong Province's natural gas consumption was 33.6 billion cubic meters,with gas-fired power generation accounting for about 49% of consumption.Guangdong Province has seven LNG receiving terminals with LNG handling capacity of 22.6 million tons/year,and the future LNG handling capacity will reach 51.9 million tons.Guangdong Province's flexible electricity market trading system supports the development of gas-fired power,and the peaking capacity of gas-fired power helps stabilize the power supply in Guangdong Province,and Guangdong Province's policy also supports the development of natural gas-fired power generation.However,at the same time,the price of imported LNG-dominated gas in Guangdong Province restricts the development of gas power and makes gas power prices uncompetitive.It is recommended that natural gas power generation enterprises increase LNG reserves to enhance supply guarantee capacity,relevant state departments improve the price transmission mechanism and establish a power peaking compensation mechanism as well as a two-part tariff mechanism to achieve linkage with the power trading system,oil and gas enterprises,gas power generation enterprises,LNG receiving station operators,power grids,and pipeline network enterprises should actively communicate and coordinate with each other to establish a coordinated supply guarantee mechanism.
