摘要
近年我国LNG行业的市场竞争逐步放开,行业软科学和硬技术实现双突破,我国LNG行业标准已从直接采标国外LNG重点标准发展到自主制定适合国内LNG行业发展建设标准的阶段。通过综合标准化方法全面梳理我国LNG接收站全生命周期及其业务对象与要素,基于对现有LNG接收站关键核心标准的解读与适用性分析,通过LNG接收站全生命周期的业务需求及现阶段标准体系分析,梳理出LNG接收站标准体系中的薄弱环节,基于此,提出LNG接收站标准体系的规划建议。
In recent years,the market competition in China’s LNG industry has gradually opened up,and the industry has achieved breakthroughs both in soft science and hard technology.China’s sectoral standards on LNG have shifted from directly adopting overseas key LNG standards to independently developing standards suitable for the development and construction of the domestic LNG industry.Through comprehensive standardization methods,the paper comprehensively sorts out the entire life cycle,business objects and elements of LNG terminals in China.Based on the interpretation and applicability analysis of existing key standards of LNG terminals,the paper analyzes the business requirements and current standards system of LNG terminals throughout the entire life cycle,sorts out the weak links in the standards system of LNG terminals,and puts forward suggestions on planning of the standard system of LNG terminals.
