摘要
数字化转型是新一代信息技术与传统产业深度融合发展的产物,是推动产业升级的重要手段。经济社会数字化转型促使教育内部结构及其形式发生根本性变革,成为教育数字化转型的重要驱动力。作为国家教育改革的重要战略部署,加快教育数字化转型以实现技术与教育的深度融合、实现数字化教育治理体系构建,已经成为教育各领域的共识。从教育层面来看,受到大量数字技术的驱动,教育数字化转型过程不仅意味着物质和技术基础的发展过程,还意味着积极引入创新技术的基础设施建设过程,从而将教育技术应用到教育的所有层面并建立个性化的学习模式。在教育数字化转型趋势影响下,基础教育作为国民教育体系的关键组成部分,迫切需要数字化转型,通过数字技术赋能学习环境创设、赋能数字素养提升、赋能教育管理体制改革、赋能教育资源优质均衡发展,实现中国式现代化基础教育水平。面向未来,其转型必须做到有的放矢,有章可循。通过文献梳理和信息获取,可以提取基础教育数字化转型的组成元素和构建结构模型。审视各构成要素的内涵及重要价值,在系统整合机制、多元共治机制、循证决策机制的引导与制约下,厘清要素的结构功能和运作机制,以便于充分发挥各元素在基础教育系统中的重要价值。在实施路径上,通过战略方向与目标定位来进行总体规划,明确基础教育数字化转型目标不仅仅是通过核心业务转型以更好地实现育人目标,更需要数字创新来满足基础教育更深层次的数字化转型需求。因而从数字资源建设、数字化标准与规范、人员保障三个层面推进基础建设,并以教育教学创新和更高质量的教育公平为依托进行系统推进,推动基础教育质量迭代升级。
Digital transformation is the product of the deep integration of the new generation of information technology and traditional industries,and is an important means to promote industrial upgrading.The digital transformation of economy and society has led to fundamental changes in the internal structure and form of education,and has become an important driving force for the digital transformation of education.As an important strategic deployment of national education reform,accelerating the digital transformation of education to achieve the deep integration of technology and education and realizing the digital education governance system construction have become a consensus in all fields of education.From the perspective of education,driven by a large number of digital technologies,the process of digital transformation of education means not only the development process of the physical and technological foundation,but also the construction process of the infrastructure of the active introduction of innovative technologies,so as to apply educational technology to all levels of education and establish personalized learning models.Under the influence of the trend of digital transformation of education,basic education,as a key component of the national education system,urgently needs digital transformation.Through digital technology,the creation of learning environment,the enhancement of digital literacy,the education management system reform,and the high-quality and balanced development of education resources are enabled to achieve the level of modern basic education in China.Facing the future,its transformation must be targeted and has rules to follow.Through literature review and information acquisition,components of digital transformation of basic education can be extracted and structural models can be built.We should examine the connotation and important value of each component element,and clarify the structure,function and operation mechanism of the elements under the guidance and restriction of the system integration mechanism,multiple co-governance mechanism and evidence-based decision-making mechanism so as to give full play to the important value of each element in the basic education system.In the implementation path,the overall planning is carried out through strategic direction and target positioning,and it is clear that the goal of digital transformation of basic education is not only to achieve better education goals through core business transformation,but also to meet the deeper digital transformation needs of basic education through digital innovation.Therefore,infrastructure construction should be promoted from the three levels,i.e.digital resource construction,digital standards and norms,and personnel guarantee,and systematic promotion should be carried out based on education and teaching innovation and higher quality education equity so as to promote the iterative upgrading of basic education quality.
