摘要
流通产业是国民经济发展的基础性和先导性产业,是实现“3060”双碳目标的关键。流通产业数字化有助于优化产业结构,降低能源消耗,构建绿色流通体系,引领低碳经济转型。从数字流通基础设施、流通信息化水平、流通数字化金融环境、流通产业绩效四个维度构建流通数字化水平评价指标体系,基于2011—2021年我国31个省份(未包含香港地区、澳门地区、台湾地区)的面板数据,实证检验流通数字化对流通产业碳排放的影响与作用机制。研究发现,流通数字化有助于减少流通产业碳排放,且该结论在经过一系列稳健性检验和内生性检验后依然成立。异质性分析结果表明,流通数字化对流通产业的碳减排效应具有绿色政策异质性、经济地带异质性、地理区位异质性。相比于非碳排放权交易试点省份和未设立国家生态文明试验区的省份、非长江经济带、西部地区,流通数字化对流通产业的碳减排效应在试点省份和设立试验区的省份、长江经济带、东部和中部地区表现得更明显。中介效应检验结果表明,流通数字化对流通产业的碳减排效应主要通过促进绿色技术创新、降低交易成本、提升劳动生产率实现。因此,各地应不断完善网络基础设施建设,加快推动流通产业数字化;重视流通数字化的绿色技术创新效应,构建政府、高校、流通企业三位一体协同创新体系;重视流通数字化的交易成本降低效应,促进信息等要素自由流动,强化流通数字化降本增效作用;重视流通数字化的劳动生产率提升效应,为劳动力提供跨越时空的平台连接机会,提高企业内部劳动要素配置效率。
Circulation industry is the basic and leading industry of national economic development,and the key to achieve the"3060"carbon peaking and carbon neutrality goals in China.The digitization of circulation industry will help optimize the industrial structure,reduce energy consumption,build a green circulation system,and lead the transformation of a low-carbon economy.The authors construct an evaluation index system of circulation digitization level from such four dimensions as digital circulation infrastructure,circulation informatization level,the financial environment of circulation digitization,and circulation industry performance.Based on the panel data of 31 provinces in China(excluding Hong Kong,Macao,and Taiwan)from 2011 to 2021,the authors empirically examine the impact and mechanism of circulation digitization on carbon emissions of circulation industry.It is found that:circulation digitization can significantly promote carbon emission reduction in circulation industry,and this conclusion is still valid after a series of robustness tests and endogeneity tests.The results of heterogeneity analysis show that,the promotion effect of circulation digitization on carbon emission reduction of circulation industry has the heterogeneity of green policies,economic belt,and geographical location;and compared with non-carbon emission trading pilot provinces and provinces that have not set up national ecological civilization pilot zone,non-Yangtze River Economic Belt and western regions,the promotion effect of circulation digitization on carbon emission reduction of circulation industry is more obvious in pilot provinces and provinces that have set up pilot zones,Yangtze River Economic Belt,eastern and central regions.The intermediary effect test results show that the promotion effect of circulation digitization on carbon emission reduction of circulation industry is mainly achieved by promoting green technology innovation,reducing transaction costs,and improving labor productivity.Therefore,all localities should,first,continuously improve the construction of network infrastructure and accelerate the digitization of circulation industry;second,they should attach importance to the green technology innovation effect of circulation digitization,and build a three-in-one collaborative innovation system of government,universities and circulation enterprises;third,they should pay more attention to the effect of circulation digitization on reducing transaction costs,promote the free flow of information and other factors,and strengthen the effect of circulation digitization on reducing costs and increasing efficiency;and fourth,they should pay more attention to the labor productivity enhancement effect of circulation digitization,provide opportunities for labor to connect platforms across time and space,and improve the efficiency of labor factor allocation within enterprises.
