摘要
随着全民健身战略的实施,对基层公共体育服务供给提出了更高要求。采用文献资料法和逻辑分析法,分析了基层公共体育服务精准化供给实践意义,剖析了当前我国基层公共体育服务供给的现实困境,探寻全民健身战略下基层公共体育服务精准化供给路径。研究认为:我国基层公共体育服务供给存在不平衡、不充分,供需信息不协调,供给主体碎片化和绩效评估机制薄弱等现实问题。为此,应贯彻精准化治理理念、制定精准化决策,建立信息反馈平台、及时了解人民群众需求,完善多方参与决策机制、建立多元协作,改良评估机制、加强第三方监督。
With the implementation of the national fitness strategy,higher requirements have been put forward for the supply of grassroots public sports services.This paper analyzes the connotation and practical significance of the precise supply of grassroots public sports services by using the method of literature and logical analysis,and analyzes the realistic difficulties in the current supply of grassroots public sports services in China,and explores how to carry out the precise supply of grassroots public sports services under the national fitness strategy.The research shows that there are some practical problems such as unbalanced supply and inadequate supply and demand information,fragmented supply subjects and weak performance evaluation mechanism.Therefore,it is proposed to implement the concept of precise governance and make precise decisions;establish an information feedback platform to timely understand public needs;improve multi-participation decision-making mechanism and establish multi-cooperation;improve the evaluation mechanism and strengthen third-party supervision.
