摘要
科学数据是科学研究的基础,不仅能产生直接或间接的经济利益,还可以在社会治理、政府决策、公共服务等方面产生应用价值。将科学数据作为一种特殊的资产进行管理和运营,可以更加深入地挖掘科学数据的利用价值。在数据要素的背景下,从科学数据资产的内涵、特性等理论基础出发,梳理其区别于其他类型数据资产的特征,并构建科学数据资产管理框架,绘制科学数据资产管理路径,以期快速推动科学数据由资源到资产的转化,更好地发挥科学数据在科学研究及生产生活中的社会价值和经济价值。
Scientific data is the basis of scientific research.It can not only produce direct or indirect economic benefits,but also produce application value in social governance,government decision-making,public services,etc.Taking scientific data as a special asset for management and operation can further tap the utilization value of scientific data.Under the background of data elements,this paper will start from the theoretical basis of the connotation and characteristics of scientific data assets,sort out their characteristics different from other types of data assets,build a scientific data asset management framework,draw a scientific data asset management path,in order to quickly promote the transformation of scientific data from resources to assets,and better play the social and economic value of scientific data in scientific research,production and life.
