摘要
随着我国经济发展水平的不断提高,环境与经济的协调发展已经成为经济高质量发展的重要标准。基于省域绿色全要素生产率分析方法,通过构建两期非径向方向距离函数,从要素贡献分解和技术贡献分解角度探讨2006-2019年我国省域经济增长在高质量发展理念下的具体表现。研究发现:(1)从技术分解角度看,技术效率变化是影响绿色全要素生产率变动最为主要的原因,其次分别是技术进步和规模效应。(2)由于技术分解中技术进步这一分解项表现良好,所以提升技术效率和寻找最优生产规模点是提升绿色全要素生产率的重要突破口。(3)从要素贡献分解的角度看,生产过程中资本、能源要素投入与污染物排放表现不佳是决策制定单元绿色全要素生产率下降最为主要的原因。由此,从经济发展模式转变、创新驱动发展、战略性新兴产业发展等方面,对推进省域经济高质量发展提出相关建议。
With the continuous improvement of China's economic development level,the coordinated development of environment and economy has become an essential criterion for high-quality economic development.Based on the provincial green total factor produc-tivity analysis method,this paper discusses the specific performance of China's provincial economic growth under the concept of high-quality development from 2006 to 2019 from the perspective of factor contribution decomposition and technology contribution decomposition by constructing two non-radial direction distance functions.The research found that:(1)From the perspective of technology decomposition,the change of technical efficiency is the most important reason affecting the change of green total factor productivity,followed by techno-logical progress and scale effect.(2)Due to the good performance of the decomposition item of technological progress in technology decom-position,improving technical efficiency and finding the optimal production scale point are important breakthroughs for improving green to-tal factor productivity.(3)From the perspective of factor contribution decomposition,the poor performance of capital,energy factor input and pollutant discharge in the production process is the most important reason for the decline of green total factor productivity of decisionmaking units.Therefore,from the aspects of economic development model transformation,innovation-driven development,and strategic e-merging industry development,relevant suggestions are put forward for promoting the high-quality development of provincial economy.
