摘要
社区自治面临制度完备但运行不畅的困境,其症结在于组织机制运转不畅。处于政府行政管理与社会自我调节衔接地带的“中间组织”为破解制度空转与创造横向联结提供了组织化路径。从Z市X区的社区协商议事实践中可以发现:一方面,社区协商议事会这一“中间组织”作为基层政府创新的组织载体嵌入社区治理之中,目的在于构建公共服务供给与公众实际需求之间的沟通对话机制;另一方面,社区协商议事会的实体化运行为居民有序参与、理性决策与共同行动提供了制度化通道,渐进地激活并优化了社区治理的组织结构。这表明,社区的组织激活有赖于体制内外力量的共同形塑。“中间组织”的构建与发展为驱动基层社区治理良性运转提供了一条可行的实践进路。
Community autonomy faces the dilemma of complete system but poor operation,and the crux lies in the poor operation of organizational mechanism.The“intermediate organization”,which is located in the joint zone between government administration and social self-regulation,provides an organized path for breaking the idle system and creating horizontal connection.Based on the practice of community consultation in X District of Z City,there are two main findings.On the one hand,the“intermediate organization”of community consultation is embedded in community governance as an innovative organizational carrier of grassroots government,with the purpose of establishing a communication and dialogue mechanism between public service supply and the actual needs of the public.On the other hand,the materialized operation of community consultation councils provides an institutionalized channel for orderly participation,rational decision-making and common action of community residents,and gradually activates and optimizes the organizational structure of community governance.This shows that the activation of community organizations depends on the common shaping of internal and external forces of the system.The construction and development of“intermediate organization”provides a feasible practical approach to drive the benign operation of grass-roots community governance.
