摘要
随着全球化进程的深入,边境管理成为维护边境安全的重要事务,边境管理的核心是对人的管理,因此,管控移民成为了边境管理的重要内容。高效且安全地治理移民事务是把我国制度优势转化为治理效能的集中体现,同样也是边境地区国家治理能力与治理体系现代化的实践要求,这关系到我国边疆社会发展与长治久安。基于云南的非正常移民管控现象,本文探究云南地区非正常移民防控中存在的问题,对影响防控效果的因素进行全面分析,针对云南的区域性特征围绕一体化防控的理论与实践,探索一体化防控模式下提高云南地区非正常移民管控的有效路径。
with the deepening of globalization, border management has become an important issue to maintain border security. The core of border management is the management of people. Therefore, the control of immigration has become an important part of border management. The efficient and safe management of immigration affairs is the concentrated embodiment of transforming China's institutional advantages into governance efficiency. It is also the practical requirement of the modernization of national governance capacity and governance system in border areas, which is related to the social development and long-term stability of China's border areas. Based on the phenomenon of irregular migration control in Yunnan, explore the problems in the prevention and control of irregular migration in Yunnan, comprehensively analyze the factors affecting the prevention and control effect, and explore the effective path to improve the control of irregular migration in Yunnan under the integrated prevention and control mode based on the regional characteristics of Yunnan and the theory and practice of integrated prevention and control.
