摘要
水资源是人类社会良好运行和发展的重要载体.河北省受自然环境限制,水资源匮乏,严重制约社会经济发展.尤其由于地表水逐渐减少和地下水过度使用,河北省环境逐年恶化,地面沉降、氟中毒等事件频繁发生,生产生活用水短缺.通过分析河北省水资源利用现状,以南水北调中线工程河北省供水区为重点,结合河北省现状,提出了水资源利用效率不高、超采严重、监督管理机制不健全是水资源开发利用存在的主要原因.最后论述了河北省水资源的严重短缺和由此引起的一系列问题以及应采取的措施.
Water resources are an important carrier for the good operation and development of human society.Hebei Province is limited by the natural environment and lacks water resources,which seriously restricts social and economic development.Especially due to the gradual reduction of surface water and excessive use of groundwater,the environment in Hebei Province has been deteriorating year by year,with frequent occurrences of land subsidence,fluorosis,and a shortage of production and domestic water.By analyzing the current situation of water resource utilization in Hebei Province,with a focus on the water supply area of the Middle Route Project of the South to North Water Transfer in Hebei Province,this paper proposes that low water resource utilization efficiency,severe overexploitation,and inadequate supervision and management mechanisms are the main reasons for the development and utilization of water resources.Finally,it discusses the serious shortage of water resources in Hebei Province and the series of problems has caused,as well as the measures that should be taken.
