摘要
数字化转型成为推动我国经济社会发展、政府治理效能提升、公众获得感幸福感提高的重要手段。深圳龙华立足地区实际,提出经济、城区和治理数字化转型"三位一体"的全域数字化转型模式,极大推动了本地区经济社会的发展。全域数字化转型作为一种特殊的数字化转型,是在数字技术支撑下的区域全方位的数字化转型,其强调各领域的整体协同和共建共治共享理念。研究发现,全域数字化转型是一种公共价值创造的过程,其符合穆尔提出的战略三角模型理念。基于公共价值理论和整体性治理理论,提出了公共价值驱动的全域数字化转型理论分析框架,并通过对龙华全域数字化转型案例进行剖析可知,在具备政府支持、大众认同、数字能力提升的前提条件下,才能实现全域数字化转型的公共服务价值、行政管理价值和社会发展价值。
Digital transformation has become an important means of promoting China's econom-ic and social development,improving the effectiveness of government governance,and increasing the publics sense of fulfillment and happiness.Based on the actual situations in Shenzhen,Long-hua has proposed a"three-in-one"model of region-wide digital transformation for the economy,urban areas and governance,which has greatly promoted the economic and social development of the region.As a special kind of digital transformation,the region-wide digital transformation is an overall regional digital transformation under the support of digital technology,emphasizing the overall synergy of various fields and the concept of common construction,governance and sharing.The study shows that region-wide digital transformation is a process of public value creation,in line with the strategic triangle model proposed by Moore.Based on the theory of public value and holistic governance theory,the article proposes a theoretical analysis framework of public value-driven region-wide digital transformation,analyzes the case of region-wide digital transformation of Longhua,and finds that the value of public service,administration and social development of region-wide digital transformation can only be realized when there are prerequi-sites of government support,public recognition and digital capacity improvement.
