摘要
作为全过程人民民主的重要形式,协商民主已深深融入了中国社会主义民主政治,并在具体应用与实践中体现出独特的赋能作用,对发展全过程人民民主具有无可替代的价值。协商民主赋予全过程人民民主有其内在逻辑,即文化根基相通、内在性质相同、价值诉求相一致。实现协商民主赋能全过程人民民主,要始终坚持中国共产党对协商民主的领导,将其纳入制度化和法治化建设框架,充分发挥人民政协作为专门协商机构的作用,创新协商民主赋能全过程人民民主的技术与方法。
As an important form of people’s democracy throughout the entire process,consultative democracy has deeply integrated into China’s democratic politics and demonstrated its unique empowering function in specific applications and practices,which has irreplaceable value for the development of people’s democracy throughout the entire process.Consultative democracy endows the entire process of people’s democracy with inherent logic,that is,cultural roots are interconnected,inherent properties are the same,and value demands are consistent.To realize people’s democracy in the whole process of enabling consultative democracy,we must always adhere to the leadership of the CPC over consultative democracy,incorporate it into the framework of institutionalization and rule of law,give full play to the role of the CPPCC as a special consultative body,and innovate the technology and methods in the whole process of the development of consultative democracy.
