摘要
人才已成为引领地区产业转型升级和创新发展的动力引擎。本研究以江西省为对象,分析其在推进人才引领创新驱动发展战略过程中面临的机遇与挑战,发现江西作为欠发达地区,目前在经济发展水平、政策制度、技术水平和人才队伍建设等方面存在的不足。基于此,结合江西省在科技、经济、人才和产业等方面的现状与特色,探索归纳出制度赋权机制、组织赋形机制、技术赋能机制和经济禀赋机制四种推进人才引领创新驱动发展战略的实现路径,为江西省及其他欠发达地区实现人才引领创新驱动发展提供对策建议。
Talents have become the driving force for regional industrial transformation,upgrading,and innovative development.Based on the case of Jiangxi Province,this study analyzes the opportunities and challenges it faces in promoting the talent-led innovation-driven development strategy.It is found that as an underdeveloped region,Jiangxi Province has shortcomings in terms of economic development level,policy system,technological level,and talent team construction.Accordingly,this paper summarizes four paths for advancing the talent-led innovation-driven development strategy including institutional empowerment mechanism,organizational empowerment mechanism,technological empowerment mechanism,and economic endowment mechanism by combining with the current situation and characteristics of Jiangxi Province in technology,economy,talent,and industry.Finally,it provides some countermeasures and suggestions for Jiangxi Province and other underdeveloped regions to achieve the talent-led innovation-driven development.
