摘要
美丽河湖保护与建设是生态文明的重要实践。本研究通过筛选具有福建特色的美丽河湖指标,结合层次分析法构建可量化的美丽河湖指标体系。以闽江流域为研究对象,基于福建省水系岸线矢量图、卫星高清影像图、监测数据及现场调查结果,构建涵盖水环境、水资源、水生态3大准则层的美丽河湖评价指标体系,并用层次分析法结合专家对各指标重要程度的打分,综合确定美丽河湖各指标的权重,以此对闽江流域汇水面积大于200 km^(2)的116个河段进行试评价。结果表明,闽江流域美丽河湖总体评价良好,建溪、富屯溪、沙溪3大主要支流评价得分在70~80分,部分河段所在流域在水生态方面存在短板。从要素上分析,制约闽江流域美丽河湖评价的因子最主要为水生态,其次是水资源,水生态修复与水资源保护是闽江流域治理重点。因此,通过层次分析法结合专家打分所得的美丽河湖评价指标体系具有较高的可信度,可为下一步指标体系的确定提供决策依据。
The preservation and development of beautiful rivers and lakes are important aspects of ecological civilization.In this study,by screening the indicators of beautiful rivers and lakes with Fujian characteristics,a quantifiable indicator system of beautiful rivers and lakes was constructed by combining the analytic hierarchy process.Using the Minjiang River basin as the research object,a beautiful river and lake evaluation index system covering three criteria layers of water environment,water resources and water ecology was constructed based on a vector map of the Fujian river system,a high-definition satellite image,monitoring data,and field survey results.The importance of each index was scored by experts and merged with the analytic hierarchy process.The weights of each index of beautiful rivers and lakes were determined comprehensively,and 116 river reaches in the Minjiang River basin with catchment areas larger than 200 km^(2)were examined.The results suggested that the beautiful rivers in the Minjiang River basin are well evaluated overall,with scores of 70 to 80 points for Jianxi,Futunxi and Shaxi.In terms of water ecology,some river basins fall short.From the aspect of factor analysis,water ecology was the most important factor restricting the evaluation of beautiful rivers and lakes in the Minjiang River basin,followed by water resources.The Minjiang River basin governance focused on water ecological restoration and water resource protection.Therefore,the beautiful river and lake evaluation index system obtained by AHP combined with expert scores has high credibility,and could provide decision-making basis for the determination of the next indicator system.
