摘要
为推进水利跨部门、层级、系统的数据共享和业务协同,强化应用统筹管理,实现省、市、县三级水利业务应用系统的整合集成,研究构建浙江省水管理平台(浙里“九龙联动治水”)。平台按照浙江省水利数字化改革总体框架建设开发,以“三融五跨”为建设路径,开展核心业务梳理,构建水利数据仓,搭建数据和业务双中台,建设水利综合门户(含管理驾驶舱),打造平台市县节点,实现水利核心业务系统的多跨协同和三级贯通,基本建成水利行业统一工作平台。浙江省水管理平台研发过程中的思路、方法、技术及具体实践经验,可为水利或相关行业建设统一工作平台提供借鉴,提供水利数字化转型或改革经验。
In order to promote cross-departmental,hierarchical,and systemic data sharing and business collaboration in water resources,this paper introduces the Zhejiang Provincial Water Management Platform(Zhejiang's "Nine Dragons Joint Water Control"),which aims to strengthen application coordination management,and achieve the integration of provincial,city,and county-level water resource business application systems.The platform is developed based on overall framework of digital reform of water resources in Zhejiang Province,taking the "three integrations and five crosses" as development principles.Through core business sorting,water resources data warehouse and dual centers for data and business are developed for a comprehensive water resources portal(including management cockpit).Meanwhile,platforms of city-county nodes are developed,to achieve multi-cross collaboration through three administrative-levels of the core water resources business system,and basically to complete the unified working platform for water resources management.The concepts,methods,technology,and specific practical experience in the development process of the Zhejiang Provincial Water Management Platform can provide references for development of a unified work platform in water resources management or related fields,as well as digital transformation of water resources management.
