中国低碳化和智慧化新型城市系统性工程建设构想 被引量:3

摘要 建设低碳化和智慧化城市是国家“十四五”规划中的重大战略议题,但由谁来建设、建设什么、如何建设等问题,仍然困扰着各级各类城市。现有研究主要聚焦于低碳城市试点政策与环境发展、创新发展和企业高质量发展的关系,以及智慧城市建设与城市创新水平、城市治理水平和城市数字化转型的关系等方面,而对低碳化和智慧化新型城市系统性工程建设缺乏深入的理论和实践思考。本文根据有关文献资料,提炼出了新型城市系统性工程建设的典型特征,即围绕城市综合运营商这一主体,依托人工智能、大数据、云计算、区块链等先进技术,打造人力资源创新服务平台和投融资创新服务平台,推动系列生命线“一张网”工程和系列“引领性”示范工程全面发展。该研究成果为当前中国低碳化和智慧化为目标的现代化城市建设提供借鉴和参考。 Constructing low-carbon and smart city has become a major strategic issue in China's 14th Five-Year Plan,yet challenges surrounding responsibility for construction,project scope,and methodology still exists at all levels of governance.Currently,research primarily focuses on the relationship between low-carbon city pilot policies and environ-mental development,innovative development and high-quality enterprise development,as well as the relationship between smart city construction and urban innovation level,urban governance level and urban digital transformation.However,there is a dearth of comprehensive and practical research regarding the systematic engineering of low-carbon and smart urban systems.According to the relevant literature,this study identifies typical characteristics of systematic engineering construction for new urban systems.These characteristics revolve around the urban comprehensive operator as the main body,which relies on advanced technologies such as artificial intelligence,big data,cloud computing,and blockchain to create innovative resources service platforms and investment and financing service platforms.This approach promotes the comprehensive development of a series of"one-network"livelihood security projects and a series of"leading"demonstration projects.The research results provide reference ideas for the current modern city construction in China with low-carbon and smart goals.
