摘要
马克思主义视域中的生态问题实质上是社会问题,必须从解决社会问题入手解决生态问题;而利益问题则是社会问题的核心,利益整合是生态问题解决的钥匙。通过分析德国在生态治理中利益整合的经验,社会生态市场经济的利益生成与利益分配机制、较为成熟的法制构建起生态环境利益确认和利益保障机制、各类环境保护组织和绿党畅通了民众利益表达渠道、广泛的生态补偿促进了矛盾消解、汇聚各主体力量构建“联合治理”的利益均衡机制等,发现其也存在两面性,局限在于生态帝国主义对全球生态利益的侵蚀,利益集团在生态环境治理中的负面影响。建议中国借鉴其经验的同时克服其不足之处。
In the Marxist perspective,ecological issues are essentially social issues.To solve ecological problems,we must start by addressing social problems.The core of social problems is interests,so interest integration is the key to solving ecological problems.By analyzing Germany’s experience in interest integration in ecological governance,we find that they have established the interest generation and distribution mechanism of the socio-ecological market economy;an ecological environment benefit confirmation and protection mechanism supported by relatively mature legal system;an accessible channel for people to express their personal interest by various environmental protection organizations and the green party;a balanced mechanism for“joint governance”by resolving conflicts and converging various stakeholders’strengths.However,it also has limitations such as ecological imperialism’s erosion of global ecological interests and the negative impact of interest groups on ecological environmental governance.This essay suggests that China learn from Germany’s experience while overcoming its shortcomings.
