摘要
针对岛礁海上运输工作实际,在对岛礁海上运输效能费用影响因素分析的基础上,建立了岛礁海上运输效能评估指标体系,开展了军地海上运力的运输费用单元分析,构建了岛礁海上运输ADC效能评估基本模型和不同运力运输费用单元汇总模型。最后,以某次岛礁海上运输任务为背景,按照岛礁海上运输费效分析的基本流程,开展相关实证研究,验证所提理论方法的实用性与可操作性。
According to the actual situation of island and reef maritime transportation work,based on the analysis of factors affecting the efficiency and cost of island and reef maritime transportation,an evaluation index system for island and reef maritime transportation efficiency has been established,and the transportation cost unit analysis of military and civilian maritime transportation capacity has been carried out.The basic model for evaluating the efficiency of island and reef maritime transportation ADC and the summary model of transportation cost units for different transportation capacities have been constructed.Finally,based on a certain offshore transportation mission on islands and reefs,an empirical study was conducted to verify the practicality and operability of the proposed theoretical methods in accordance with the basic process of offshore transportation cost efficiency analysis on islands and reefs.
