摘要
党的二十大报告在提出主要目标任务时将经济高质量发展取得新突破作为首要目标任务,并指出科技是第一生产力、人才是第一资源、创新是第一动力。科技创新人才集聚对于推动经济高质量发展日益发挥重要作用,探究其作用效果也成为重要的现实问题。本文基于我国30个省(区、市)2005—2021年面板数据运用OLS方法、固定效应模型、GLS方法、空间计量方法和面板门槛模型等探究科技创新人才集聚对于区域经济高质量发展的影响。结果显示:科技创新人才集聚能显著促进区域内经济高质量发展,目前仍处于线性促进阶段。30个省(区、市)的科技创新人才集聚度与经济高质量发展存在较为显著的空间相关性,且基本呈现高高集聚模式和低低集聚模式。科技创新人才集聚度对于经济高质量发展存在负向的空间溢出效应。鉴于此,本文从科技创新人才集聚视角为推动经济高质量发展提供有益启示。
The report of the 20th CPC National Congress put forward the main objectives and tasks to make a new breakthrough in high-quality economic development as the primary goal and task,and point-ed out that science and technology is the primary productive force,talent is the primary resource and inno-vation is the primary driver of growth.The concentration of scientific and technological innovation talents plays an increasingly important role in promoting high-quality economic development,and exploring its effect has become an important practical issue.Based on the panel data of 30 provinces in China from 2005 to 2021,this paper uses OLS method,fixed effect model,GLS method,spatial econometric model and panel threshold model to explore the impact of talent agglomeration of scientific and technological inno-vation on high-quality regional economic development.The results show that the concentration of scientif-ic and technological innovation talents can significantly promote the high-quality economic development in the region,and it is still in the linear promotion stage.The concentration degree of scientific and techno-logical innovation talents in 30 provinces has a relatively significant spatial correlation with high-quality economic development,and basically presents a high-high concentration pattern and a low-low concen-tration pattern.The concentration of scientific and technological innovation talents has a negative spatial spillover effect on high-quality economic development.In view of this,this paper provides beneficial in-spiration for promoting high-quality economic development from the perspective of scientific and techno-logical innovation talent gathering.
