摘要
科技成果转化是实施创新驱动发展战略的重要引擎。作为国家创新体系的一部分,科技社团在科技界与产业界之间扮演着桥梁和纽带的角色。文章从科技社团通过促进科技资源整合与对接、提供科技成果转换专职人才、构建科技成果评价和规范平台等方面探讨了科技社团在服务科技成果转化方面的内涵与功能定位,并针对科技社团在服务科技成果转化过程中面临的基础保障有待完善、缺乏可供学习案例,经费短缺、内生动力不足,行政性过强、服务功能有待提升等问题,提出了完善制度保障、健全资金投入体系、促进评价标准化、搭建沟通合作平台等破解路径选择建议。
Transformation of sci&tech achievements is key to the implementation of innovation-driven strategy.As a component of the national innovation system,sci&tech societies serve as bridges and bonds between the sci&tech communities and the industry.Based on this,the article explores the connotation and function of sci&tech societies in terms of promoting the integration and docking of sci&tech resources,offering specialized professionals,and constructing a platform for the evaluation and standardization of sci&tech achievements.In response to the issues in the process,for instance,the imperfect basic guarantees,lack of available models for reference,shortage of funds,insufficient internal motivation,excessive administrative nature and the urgent need to upgrade services,suggestions are put forward to perfect institutional guarantees,improve the funding system,promote evaluation standardization,and build communication and cooperation platforms.
