摘要
生态流量保障对于维系河湖健康生命、复苏河湖生态环境、合理配置水资源、支撑经济社会高质量发展具有重要作用。埭头断面位于平阳县鳌江流域,作为浙江省第一批重点河湖控制断面,其生态流量保障在实际中存在目标满足程度不高、与其他行业用水需求不协调以及区域控制性水源生态调度规则不完善等问题。通过研究区域内各断面生态流量目标的系统核定、生态流量预警调度规则制定及生态流量供水能力提升等措施,提出协调一致的生态流量目标系统及运行高效的预警调度机制,全面提升埭头断面生态流量保障水平。
Ecological flow assurance plays an important role in maintaining the healthy life of rivers and lakes,reviving the ecological environment of rivers and lakes,rationally allocating water resources,and supporting high-quality economic and social development.Daitou Section is located in the Aojiang River Basin of Pingyang County.As one of the first batch of key river and lake control sections in Zhejiang Province,the ecological flow guarantee of Daitou Section has some problems in practice,such as not fully satisfying the target,not harmonizing with the water demand of other industries,and imperfect ecological regulation of regional controlled water source.In the study,through the measures of systematic verification of the ecological flow target of each section in the area,the establishment of early warning and dispatching rules of ecological flow and the improvement of the water supply capacity of ecological flow,a coordinated target system and efficient early warning and dispatching mechanism are put forward,so as to comprehensively improve the guarantee level of ecological flow of Daitou Section.
