突发事件新闻发布的全周期管理探究 被引量:4

摘要 突发事件新闻发布是政府权威部门与公众间风险沟通的重要手段,全周期管理是适合新时代国家治理的创新管理理念,二者的有机融合有助于巩固壮大奋进新时代的主流思想舆论。研究发现,突发事件新闻发布存在一定的突发性和风险性,有时因“事故发布”所引发的“发布事故”会给经济社会造成一定的负面影响,亟须从管理层面优化突发事件新闻发布。通过探索构建突发事件新闻发布全周期管理模式,综合运用数智技术赋能管理机制,可以实现突发事件新闻发布预防准备、预警研判、应急决策、应急组织、危机传播、复盘评估等关键管理环节运转高效、系统有序,以此防范化解新闻发布安全风险,提升新闻发布效力,保障新闻发布效果。 Emergency news release is an important means of risk communication between government authorities and the public.Full-cycle management is an innovative management concept suitable for the governance of the country in the new era,and the organic fusion of the two helps to consolidate and strengthen the mainstream thinking and public opinion in the new era.Research has found that emergency news release has certain urgency and risk.Sometimes the"release accident"triggered by"accident release"has brought negative impacts to the economy and society.It is urgent to optimize emergency news release from the management level.By establishing a comprehensive full-cycle management model for emergency news releases and leveraging smart technology to empower the management mechanism,we can achieve an efficient and systematic operation of key management processes such as prevention preparation,warning assessment,emergency decision-making,organizational response,crisis communication,and post-event evaluation.This proactive approach will effectively prevent and mitigate safety risks in news releases,enhance the overall effectiveness of news releases,and ensure their intended impact.
