摘要
在政策倡导与实践探索的双重推动下,加强和创新基层治理成为应对新问题、化解矛盾冲突与提升治理效能的重要路径。作为一个“神奇”的概念,创新同时满足组织行动所追寻的合法性逻辑和结果逻辑。处于多重制度环境中的基层行动者,或结合自身的具体情境、特殊需求与利益选择塑造“典型实践”,或迫于制度化压力而采取任务式创新、趋同化创新与展示型创新等策略行为,由此形成基层治理创新的不同实践样态。基层治理创新乱象丛生,有碍于提升基层治理效能、实现基层治理现代化。基于制度与行为的融合视角,阐释基层行动者的制度压力与回应行为及其制度性同构、策略性行为的作用机制,研究发现创新乱象生成于合法性逻辑对结果逻辑的挤压、策略行为运作的隐性空间以及制度逻辑与行为逻辑的互构,进而提出从识别创新样态、矫正创新乱象与促进创新变革等方面优化基层治理创新。
With the promotion of policy advocacy and practical exploration,strengthening and innovating grassroots governance has become an important means to address new problems,resolve conflicts,and improve efficiency.As a“magical”concept,innovation satisfies both the the logics of legitimacy and the resulting logic pursued by organizational actions.Grassroots actors in multiple institutional contexts can make a choice to construct typical practices based on their specific situations,special needs,and interests,or adopt response strategies such as task-based innovation,convergent innovation,and demonstrative innovation under the institutional pressure,thus forming different practical patterns of innovation.The innovation chaos in grassroots governance is rampant,which hinders the improvement of grassroots governance efficiency and the modernization of grassroots governance.From the perspective of institutional and behavioral integration,this study expounds the institutional pressure and response behavior of grassroots actors,as well as the intermediary mechanisms of institutional isomorphism and strategic behavior.It concludes that innovation chaos arises from the squeezing of the logics of legitimacy on the resulting logic,the implicit space of the operation of the strategic behavior,and the mutual construction of the institutional logic and behavioral logic.Furthermore,it is proposed to optimize innovation by identifying innovation patterns,suppressing innovation chaos,and promoting innovation transformation.
