摘要
碳中和路径选择对于经济增长与减碳降耗协同、降低能源转型成本、防控碳中和战略决策风险极为重要。从自然资源禀赋与能源结构、工业化与城镇化进程、目标承诺与实现路径3个维度构建碳中和路径选择与实践行为的分析框架,并对美中德俄印五个国家进行比较研究,探讨基础因素、发展因素与行为因素对碳中和路径选择的影响,提出基于人类命运共同体理念的推进全球碳中和进程的对策建议。
Carbon neutrality pathway selection is important for the coordination of economic growth and carbon reduction and energy consumption reduction,reducing energy transition costs,and preventing and controlling the strategic decision-making risks of carbon neutrality.This paper constructs an analytical framework for the choice and practice of carbon neutrality path from three dimensions:natural resource endowment and energy structure,industrialization and urbanization process,goal commitment and realization path,a comparative study of the United States,China,Germany,Russia and India,which is carried out to explore the effects of basic factors,development factors and behavioral factors on the choice of carbon neutrality pathway,based on the concept of community of human destiny,the countermeasures and suggestions of leading global carbon neutrality process in our country are put forward.
