摘要
加强国有企业廉洁风险防控,既是国有企业责无旁贷的政治担当,也是现代企业治理不可或缺的基本制度。对电信运营商而言,实行网络代维有利于降低成本,提升核心竞争力,但也会出现廉洁风险。本文以低端优化专业为例,针对需求不真实、执行不规范、审核不严格等问题,建立事前加强规范、事中注重监督、事后强化问责的嵌入式廉洁风险防控系统,以人防与技防相结合的方式,有效提高了网络代维领域廉洁风险防控水平。
Strengthening the prevention and control of integrity risks in state-owned enterprises is not only the political responsibility of state-owned enterprises,but also an indispensable basic system for modern enterprise governance.For telecom operators,implementing network maintenance on behalf of others is beneficial to reducing costs and improving core competitiveness,but there are also risks of integrity.Taking the low-end optimization profession as an example,an embedded integrity risk prevention and control system has been established to address issues such as unrealistic requirements,non-standard implementation,and lax auditing.It has effectively improved the level of integrity risk prevention and control in the field of network agency maintenance by strengthening regulations in advance,paying attention to supervision during the process,and strengthening accountability after the event.
